North East Region Local Access Forums
In 2005 Natural England and Defra produced an Action Plan to support and develop the work of LAFs in England, and one of the key actions was to 'develop regional liasion arrangements between LAFs'. The Regional Co-ordinators evolved from this, as did regional seminars , and there was an action to 'encourage improved lines of communication between LAFs and National England regional offices, by supporting the LAF regional network.' Regional meetings in the north east first began in 2005-06.
We have replied to consultations, and added our voice to national discussions. We have supported our local authorities with award winning ROWIPs. We have taken the access agenda to other influencing roles as part of all our work areas. At present, the aim of the Regional Forum is to actively address coastal access and to strengthen our regional and national voice.
A strong Regional Forum has evened out the playing field for all the the local LAFs. Some are well funded and organised, some are not so fortunate, a Regional Forum irons out these differences and provides a strong, unified voice. A Regional Forum has much more chance of tracking funding sources than individual LAFs, and this will become more important than ever. This structure has the capabilities of being reactive and proactive, with members in the individual Forums putting issues on agendas, and with feedback coming back down the structure from both the Natural England and other national bodies.
The role of the Chairs Group is to bring together is to bring together the LAFs throughout the north east. Their aim is to identify generic issues that affect access. The group raises issues, exchanges ideas and aims to share good practice. Membership is made up from a Chair or Vice Chair from each LAF, the regional co-ordinator and a Natural England representative. The group work to agreed Terms of Reference.
